SALGA SUCCESSFULLY HOSTS 6TH ANNUAL LOCAL GOVERNMENT LABOUR LAW SEMINAR

The South African Local Government Association (SALGA) held a successful sixth Annual Local
Government Labour Law Seminar (ALGLLS) from 18 – 19 March 2024. The two-day event,
themed RE-SHAPING THE LABOUR RELATIONS SYSTEM TO ADDRESS MUNICIPAL
SUSTAINABILITY IMPERATIVES, brought together delegates for two days of focused
discussions and knowledge exchange.

Day one focused on the big picture with Rio Nolutshungu, Chief Officer at SALGA, emphasizing
the importance of solid relationships between employees, unions, and management. He also
provided updates on the Local Government Professionalisation Programme and proposed the
creation of a Statutory Professional Council. A keynote address by Leo Vermeulen, Director:
Mosaic Investments Consulting, explored the impact of inflation and interest rates on municipal
finances, followed by a panel discussion on balancing fair cost-of-living adjustments for
employees with maintaining a competitive and productive work environment.

Day two delved deeper into specific challenges and solutions. Speakers addressed crucial
issues like local government finances, navigating the changing workplace landscape, and the
importance of dispute resolution mechanisms. Joyce Nkopane, Deputy Chairperson of the
Essential Services Committee, used lessons from the 2023 Public Service strike to highlight
opportunities and challenges in dispute resolution. Legal experts also provided insights on
managing strikes, compensation benefits compliance, and the potential impact of the Draft
Public Administration Amendment Bill on municipalities.
